CRUZ BAY — Dax Chouiniere winds up with his dart under the watchful supervision of volunteer Michael Ferguson of Peter Bay at the much-anticipated opening of the Children’s Festival Village near the V.I. National Park Visitor’s Center in Cruz Bay. Scores of St. John children and visitors swarmed the drug-and alcohol-free zone.
