Healthcare Provider Requests Rezoning In Order to Expand Facility

Healthcare provider Dr. Hubert H. Watty requested a rezoning from R-2 (Residential-Low Density-One and Two Family) to B-3 (Business-Scattered) during a virtual public hearing on proposed zoning map amendments on Thursday.

The purpose of the request is to allow for general office uses in addition to medical clinic, office, and laboratory services.

“I am requesting that a change be made to the zoning. That will help me to do more things on those grounds, on that property. With the present R2 variant zoning it is a bit limiting,” Watty said.

Watty said that the property, Plot No. 6 of Parcel No. 6, Estate Clifton Hill, Kings Quarter, is across from the St. Croix Central High School, where he graduated in 1985.

Watty said that he is interested in putting a medical pharmacy due to the closing of the Kmart Pharmacy located on the west end of the island last year. “There is an urgent need,” said Watty.

“It’ll also help me to do other things like renting out to other healthcare providers. To help healthcare providers travel to St. Croix,” he said.

“This is my hope and this is my request,” said Watty.

Watty said that the property is comprised of three buildings, and he has no intentions of erecting any of the structures. Building C is occupied by a vet clinic, and he hopes to occupy Building B, which is currently vacant.

According to Watty, the past use of the property was when his mother ran a school for 40 years, dating back to the 80s while he attended St. Croix Central High School.

Watty said that he has run his medical practice for the past five years, on top of his mother’s 49 years. The lot can accommodate 20 vehicles and is a totally undeveloped lot.
