Steven Thomas Greeran, 42, was arrested on Feb. 23 for failing to comply with sex offender registration requirements in the U.S. Virgin Islands, V.I. Attorney General Gordon C. Rhea announced.
Greeran, a registered sex offender, was apprehended by Virgin Islands Police Department officers near Midre Cummings Park in Frederiksted and later arrested at the Wilbur H. Francis Command Police Station by Agent Shanavia Martin of the V.I. Justice Department Sex Offender Registration and Notification Act (SORNA) unit, according to the press release.
He appeared for an advice of rights hearing and arraignment on Feb. 24 in the V.I. Superior Court before Magistrate Venetia H. Velasquez. Greeran was charged with failing to register as a sex offender, a violation of Title 14 VIC Section 1724(b)(1). Bail was set at $5,500, which he was unable to post, leaving him in custody, the press release stated.
As a registered Tier 1 sex offender, Greeran is required by law to update his registration with the V.I. Department of Justice annually for 15 years. His most recent registration occurred on Oct. 27, 2023, and he was supposed to update his information on Oct. 28, 2024. He failed to appear at the DOJ on that date or subsequent scheduled appointments. A wanted flyer was issued for Greeran on Feb. 21 after his noncompliance was noted. He had been convicted in California for child pornography with the intent to distribute. After relocating to St. Croix, his initial registration date was Oct. 28, 2022, the release stated.
The DOJ, in coordination with federal and local agencies, regularly conducts unannounced inspections of registered sex offenders to verify their information, including residence, employment, and other personal details. Registered sex offenders are required to provide detailed personal information, such as vehicle and phone numbers, internet identifiers, and work or school addresses, it said.
Greeran now faces legal consequences under Virgin Islands law, which mandates that sex offenders who fail to register may face fines ranging from $3,000 to $5,000, imprisonment of three months to two years, or both. Assisting a sex offender in evading these requirements is also a punishable offense, it said.
