Presiding Judge Jessica Gallivan advises the public and the members of the Virgin Islands Bar Association of the confirmation today, January 12, 2026, of Attorney Pedro K. Williams by the 36th Legislature of the Virgin Islands to serve a 6-year term as Judge of the Superior Court of the Virgin Islands in the District of St. Thomas and St. John.

Pedro K. Williams is a native of Antigua who was raised on St. Thomas from the age of six. He is a 1978 graduate of the Charlotte Amalie High School. He holds a Bachelor of Arts degree in economics from Tufts University and a juris doctorate from the University of Texas School of Law (Austin), which he earned in 1985. He is a member of the Virgin Islands Bar Association and is admitted to practice law in the Superior and Supreme Court of the Virgin Islands, the District Court of the Virgin Islands, and the U.S. Court of Appeals for the Third Circuit.
Attorney Williams’ 40-year legal career includes government service as legal counsel to Virgin Islands Delegate to Congress, Ron de Lugo, in Washington, D.C., and the Virgin Islands from 1985 to 1989, and legal counsel for the Department of Planning and Natural Resources – Virgin Islands Coastal Zone Management from 1989-1991. He then engaged in the private practice of law, serving as an associate attorney in the Law Offices of Vincent F. Frazer from 1991 -1993, and a partner in that law firm until he established the Law Offices of Pedro K. Williams in 2007. In 2023, he partnered with his son, Attorney Kelsha Williams in the Law Offices of Williams & Williams until his nomination and confirmation to the bench.
