St. Croix Man Allegedly Beaten With Firearm; Two Men in Custody

A man claims that he was beaten with a firearm and shots were fired by two St. Croix men, the V.I. Police Department reported Wednesday.

On Nov. 29, 2023, the 911 Emergency Call Center received reports of shots being fired in the Smithfield, Fredriksted. Responding detectives canvassed the area and found shell casings on the roadway. The victim reported to the detectives that he was beaten with a firearm and shots were discharged by Francisco Navarro and Waldemal Carrion, according to the police report.

On Wednesday, members of the Criminal Investigation Bureau, Special Operations Bureau, K9 Unit, and the High Intensity Drug Trafficking Agency executed Operation: “Top Shottas,” where a search warrant was executed for Navarro, 34, and 29-year-old Carrion’s residence, the police report stated.

During this search, a firearm and ammunition were found in Carrion’s personal effects. Both men were arrested pursuant to an arrest warrant; however, Carrion was additionally charged with the firearm and ammunition, the report stated.

Navarro and Carrion were unable to post the $50,000 bail and were remanded to the John Bell Correctional Facility pending their advice of rights hearing on Thursday, at the Superior Court.
