The Virgin Islands Parole Board will convene Dec. 6 through 10 to hear testimony from victims, family members of victims, or other interested people for and against the application for parole by inmates incarcerated at various penal institutions.
Anyone who wants to share testimony on behalf of or against any inmate must submit written comments to the Parole Board or advise the board of their desire to appear and testify. The board must receive such notices no later than Nov. 30.

Due to the COVID-19 pandemic, all parole hearings will be held via secure video/teleconferencing. On December 6, 2021, the board will hear testimonies from victims, family members and the public.
On Monday, Dec. 6, the Parole Board will conduct parole hearings for inmates at the following penal institutions: John A. Bell Adult Correctional Facility, St. Croix, and Alexander A. Farrelly Criminal Justice Complex, St. Thomas.
– Stephanie Ziegler, Negligent Homicide;
– Shawn Akeem Williams Joseph, second-degree murder/use of dangerous weapon during the commission of a crime;
– Abdul Pemberton, Unauthorized possession of a firearm;
– Isaiah Simmonds, third-degree Assault
On Tuesday, Dec. 7, the Board will conduct parole hearings by video/teleconference for inmates at Citrus County Detention Facility, Florida.
– Richard Ireland, first-degree assault;
– Charlesworth Gonsalves, second-degree aggravated rape/child abuse/domestic violence;
– Josiah Hodge, second-degree murder/unauthorized use of an unlicensed firearm during the commission of a crime;
– Nathaniel Hazel, second-degree murder.
On Wednesday, Dec. 8, the Parole Board will conduct hearings by video/teleconference for inmates at Wallen Ridge State Prison, Keen Mountain, and Red Onion State, Virginia.
– Nicholas Albert, first degree murder/escape from jail;
– Jahmal Todman, possession of a firearm in a school zone;
– Joel Vicars, second-degree murder/grand larceny.
