Virgin Islander Biann Creque Promoted to Commander United States Coast Guard

Virgin Islander Biann Creque has been promoted to U.S. Coast Guard Commander, the U.S. Coast Guard announced Wednesday.

Creque serves as the Operations Information System Product Line Manager within the Coast Guard’s Command, Control, Communication, Computer, Cyber and Intelligence Service Center (C5ISC). She is responsible for delivering and maintaining C5I systems that enable tactical mission execution, according to the press release. 

Creque provides technical guidance and assistance to the Coast Guard’s chief information officer, program offices, and cyber strategic planning initiatives. She manages an annual budget of $60 million and oversees $100 million in government assets. Her responsibilities also include the lifecycle management for 38 enterprise software applications that are utilized by over 1 million government and maritime users, the press release stated. 

 Before assuming her current role, she successfully completed a fellowship with Amazon Web Services through the C5I Industry Training Program. Throughout her time in this role, she skillfully applied project management best practices to multiple teams, such as the U.S. Government Security & Compliance, Regulatory & Industry Security Engagement, and Audit Management Platform teams, the release stated. 

Creque has a distinguished background as the former Atlantic Area Operational C5I Branch Chief in Portsmouth, VA. In this role, she demonstrated exceptional leadership skills and provided technical expertise to ensure that first responders, maritime law enforcement, and operational commands had access to the necessary telecommunications and information technology capabilities to carry out their missions effectively, it said. 

Hailing from St. Thomas, she joined the Coast Guard in 2005. Following her Basic Training in Cape May, NJ, she attended Operations Specialist “A” School in Petaluma, CA, and was subsequently stationed at the Coast Guard Sector Command Center in Miami, FL, as a Command Duty Petty Officer. As she advanced in her career, she held multiple leadership roles in information technologies and operations, according to the release. 

CDR Creque was commissioned by the Coast Guard’s Officer Candidate School in New London, CT, in 2007. She holds two master’s degrees, one in quality systems management from The National Graduate School and another in computer science from Old Dominion University, it said. 

She has held various positions within the Coast Guard, including serving as a Sponsor Representative at the Coast Guard Headquarters Office of C4 and Sensor Capabilities in Washington, DC, and as a communications engineer at the Command, Control, and Communications Engineering Center in Portsmouth, VA; and a Command Duty Officer at the U.S. Embassy in Nassau, Bahamas, according to the release. 

Creque serves among other Virgin Islanders in senior leadership positions in the Coast Guard. Her awards and recognitions include the Coast Guard Meritorious Service Medal, Coast Guard Commendation Medals, Coast Guard Achievement Medals, Armed Forces Service Medal, Humanitarian Service Medal, and a U.S. Ambassador’s Award.
