Why Are Authorities Not Bringing Amber Tayler Back for Geiger Murder?

Could someone please explain why authorities are not bringing Amber Taylor back for the Geiger murder trials.
St. John is sounding more and more like a nut house. Is there any rhyme or reason to the justice system there?
