Disruption and Guns on Valdemar A. Hill Sr. Drive

On Feb. 24, police conducted a traffic stop on Valdemar A. Hill Sr. Drive that resulted in two arrests, according to the V.I. Police Department. 

Officers initiated a traffic stop of a vehicle with no front license plate on the front bumper. After a search of the vehicle, a firearm was discovered inside. Randal A. Donovan, 33, could not provide the officers with a license to possess a firearm, according to the police report. 

Donovan was then placed under arrest for possession of an unlicensed firearm and possession of ammunition. Bail was set at $50,000, and unable to post bail, he was remanded to corrections pending his advice of rights hearing, police said.

On the same day, a second vehicle was stopped on Valdemar A. Hill Sr. Drive after officers observed an abrupt U-turn just outside the area where officers were conducting traffic enforcement. Suspicions became heightened and police stopped the vehicle, according to the V.I. Police Department. 

Rasham A. Monsanto, Jr., 23, was ordered several times to exit the vehicle with his documents. Monsanto eventually exited the vehicle while talking on his cell phone and refused officers’ orders to end the call, according to the police report. 

Monsanto was arrested for delaying and obstructing. Bail was set at $1,000. Able to post bail, Monsanto was released and ordered to appear in court for his advice of rights hearing, police said.
