A man surrendered to police on Monday in connection with a sexual assault that occurred July 1 in the area of the V.I. Water and Power Authority on St. Thomas, the V.I. Police Department reported.
Carl M. Fleming Jr., 29, surrendered at 8:30 a.m. Monday at the Criminal Investigation Bureau, the report stated. Fleming was arrested and charged with first-degree rape, first-degree assault, kidnapping and third-degree robbery, according to the report. Bail was set at $100,000. Unable to post bail, Fleming Jr. was remanded to the Bureau of Corrections pending his advice of rights hearing, it said. Â
His arrest comes after officers from the Richard Callwood Command were dispatched to the area of Anna’s Fancy on July 1, regarding an assault.
Investigation revealed that a female victim was sexually assaulted on Mosquito Point Road, in the area of WAPA. Based upon video surveillance and other information received by detectives, Fleming Jr. was identified as a suspect, Monday’s report stated. Â
