Two Arrested, Charged with Grand Larceny.

At 6:51 a.m., Wednesday, officers of the V.I. Police Department’s Criminal Investigation and Special Operations Bureaus arrested 18-year-old Omarion Francis of La Grange. A short time later 19-year-old Luis Navarro of Walter I.M. Hodge Pavilion, an alleged co-conspirator, turned himself in to police.
